You don't want the head to get through the neck opening in the sleeping bag or that the sleeping bag is so small that he cannot comfortably stretch the legs. Each sleeping bag section has its own TOG-value. When using two sections and sleeves it is a winter sleeping bag with TOG value 3.0, with just the outside layer, it is a TOG-value of 2.5 and with just the inner, sleeveless summer layer you have a TOG-value of 0.5. It is recommended to not bother to much with that TOG-value, use your common sense: with two fingers in the neck of your baby you feel whether your child is comfortable. Is he sweating? Then he is too warm! And cold hands don't really tell a lot, do they? The neck gives the right information!
The sleeping bag can be washed. It would be best to detach the components. That will make washing and drying even easier. Make sure you stick to the maximum temperature of 40 degrees, and the sleeping bag is not too keen on being in the drier. Ironing is OK, but not really necessary. The care label in the sleeping bag will explain all washing instructions. Check it before you start washing.
